So from everything I have read and have stumbled upon while playing the games has left me with unanswered questions. So Alessia rebelled and formed Cyrodil. She was allied to Skyrim, which occupied High Rock and Morrowind and was obviously more politically and militarily more powerful. Why then would Cyrodil become the seat of power?

Second, So you have the Emperor of the Empire and I picture it similar to the Roman Empire. Why then do all the provinces of Tamirel have their own monarchs? Are they just governors, or actual kings? Is the Empire more of a constitutional monarchy like 17th Britiain where the Emperor does not have absolute power?
