Edit: Enemies* (Noticed immediately after posting)

I was actually quite excited to aid the Forsworn in their cause in some way or at least entertain myself with the idea that they could become my allies.

"Due in part to bad treatment by the local Nords whose ancestors took over their lands, the Forsworn are extremely hostile."

My love for their culture created hope that they would be more involved with the storyline, but it seems that they just became small enemies to kill along the way.
