Fort Sungard... Empty?

Ok so I'm trying to liberate the Reach for the Stormcloaks. Im suppose to meet up with the men that are attacking the fort but I can't find them anywhere. There is also no arrow on my map that shows me where to find them. When I reach Fort Sungard it is deserted.. I checked everywhere but theres no soldiers to be found. I assume I must find the Stormcloak men first for the quest to trigger.. Anyone know where I can find them? Thanks

if I remember right they are just south south east of the fort, or some times when I can't find what I am after I take off the quest arrow in the quest list, put it back on and click show map area

Go towards the location that looks like a Bear Paw not the actual fort. That is where you are supposed to go meet up with reinforcements.

I loaded an earlier save and this time an arrow did show up, I went to the location which should be right in front of Fort Sungard. However when I get there, there is no Stormcloak men and there is also no Imperial soldiers to be found in the Fort itself. The quest says I have 'joined the men attacking Fort Sungard' but there nobody in on near the Fort. Don't tell me my questline is bugged, this is my main and I'll be pretty mad if I can't continue this one lol..

Try reloading again?
Unfortunately I can't offer any further options because I went Imperial for all my characters.

I had the same thing happen at fort dunsted for the imperials it is a broken quest man the need to fix this game. go back to a save before you took the quest skip it till an update comes out then try it. I went back to an older save and retryed over and over like 5 quest before that one it was a waste of 12hrs so just skip it for now.

This is absolute crap. At least they got me far enough in to let me become thane of Winterhold, but not being able to finish what looks like the biggest quest line aside from the main quest line is just poor design on their part. Incidentally, I tried all kinds of things. I saw someone post a fix for the Imperial version of this bug and it did me no good. I'll try a few more times after football is over, but I'm not holding out much hope.

This happened to me as Imperial. I had to use the PC console to advance the first fort to 'Complete', but the second fort was the same way: nobody there, Imperials or Stormcloaks. No amount of reloading fixed it. The only way I got past it was to (Main Quest spoiler):

Advance the Main Quest. Doing the peace treaty completes whatever 'fort capture' quest you're on. After the MQ objective was complete, and the war was back on, I no longer had problems capturing forts.
