I am having a bit of trouble with gaining an increase on my magica fortification.

I apply the general percentage boost to all enchanting, and it will take affect on my other stats. However when applying magica fortification, it will not boost its enchantment number.

If i apply the enchanting coverage and elemental weapon boost, my enchantment will go from, 18% to 20%. everything is working.

but when i put multiple points into general enchanting and fortify magica, my value stays at 4% to 4%.

This is all done off the same soul gem and enchanting skill. I keep reloading, and I keep having the same problem.
