If so, there's a chest near the pillar which contains an Elevate Magicka scroll, which is what you need.

Yes, and I've been to all the mages guild halls and chapels looking for someone who has the spell. Unfortunately, the only ones I found were on Self and noone had anything on Target.

I would also advise saving before you do all that so you won't have to exit the dungeon and wait 3 days for the stuff to regenerate.

Make a custom spell? Should work, but I never tried it.
