Well point fire enhance will give you smaller crosshairs for more accurate hip fire however you are right in this case as he doesn't have point fire enhance in his killcam. However you shouldn't accuse everyone that has smaller crosshairs as hackers and make sure you looked up what all the perks do before you shout hacks.

Does realy killcam shows recoil? i think not

No it doesn't, thats just a killcam bug there, I think.......80% of the time, crosshairs not moving are killcam bugs, if he were locking onto your position behind walls, thats an authentic hacker. Killcam dosnt show pistol recoil either it just has the weapon with muzzle blast effects and a stationary arm.

Clearly not a hacker.
