I've found a secret area

I was going through a yes-man walkthrough. I was standing in the part of Benny's suite where you find Yes-man. Behind him and to the left, as most of you there is a door. If opened, it shows a short hallway similar to the kitchen hallways in the ultra-luxe. And, as a few of you know, there is a locked elevator labeled "Elevator to Top's Sub-basemant".

You need a key to take the elevator, yet the key doesn't exist. So I popped open the console, unlocked the elevator, and took it.

It teleported me to a Vault style hallway with several doors opening to gray, and the hallway has three crates of various explosives (dynamite, Powder charges, and the like)

I went through another locked door at the end of the hallway, and I saw the unfinished gray abyss. After jumping in, I found myself behind a door in the Vault 21 gift shop.

I have yet to explore the rest of this small area.

Have any of you seen this? Thoughts on maybe a possible canceled quest/DLC entrance?

Chasing down Benny. If you chase Benny on the casino floor, he flees to the 13th floor and uses this hidden tunnel into Vault 21 to flee New Vegas

I always wondered why you cannot access the tunnel from the vault quite personally. And what made House fill it with cement anyways? thats never fully explained.

Well, this is all personal theoretics but....

Based on reading the Vault 21 power terminals on the second floor, I have to assume House won Vault 21 for the purpose of using it's life support systems for his Life Support machines. I mean, Vault 21 has no real value to anyone beyond being a hotel or settlement if opened, this shows there was deeper reasons for closing off the way to the engineering rooms and etc.
