I just started a new game and found The Scribe on my way to Trudy's. Ive heard he can become a tier 4 vendor if recruited, but Im a long way from being able to do that. Is there a way to get him as just a settler now? Have I been screwed over for encountering him so early, since he's random?

I haven't heard of anyone actually getting him after recruiting him myself so I wouldn't worry about it.
