What I really liked was Westly's concept Vivec head.
How do I make that into a playable face? I've never tinkered with this aspect of modding in Morrowind before.

do you like the dunmer/altmer face? if it's only the face and not the skin, try westlys master head pack, there are several goodlooking male faces in it.
if it's this special face, do you want to play as vivec too? then you have to set up the whole race as playable. if not do as pk suggested: copy the headmesh into a seperated folder, go into cs under body parts, right click new, seach for the mesh and set up your wanted face. don't forget the race and playable button, as pk already mentioned. save your pi and go.
