Fps drop in cities! DONT SAY LOWER SHADOW DISTANCE

So I know a lot of people have this issue and most can solve it through just lowering God rays and shadow distance, for the unlucky few like me that doesn't solve anything, I was playing between 55-70fps up until I got to Lexington, the second o hit Lexington I started seeing drops all the way down to 15Fps, no matter what settings I play with, If I turn shadow distance down it gives me like a 5Fps boost, still after lowering all settings It still dropped down to about 26 Fps which is borderline unplayable, i just can't deal with it, I've stopped playing completely since then and have spent days looking for a fix but I haven't found one. My only hope is that someone here on the forums has an answer or I guess that Bethesda releases a patch for this, I have a 2gb gtx 960 and an amd a8-7600 quad core processor, 8gb of ram, and I'm running on Windows 8.1 not the best hardware but it should be able to handle this game fine at medium at least. The launcher auto detect and puts me on ultra but GeForce experience tells me I don't reach the minimum requirements... So I'm really confused haha...

What if i were to upgrade to an Intel processor? would that solve this issue? or are some Intel users experiencing this as well? Do you think someone will make a mod to help with that poor optimization? Do you think there could be a patch?

OS: Windows 10 Pro

Runs fine at 60fps except in problem areas and facing certain things. It just needs to be patched, I've tried every .ini tweak and whatever else people recommend.

just curious is 16gb of ram really much better than 8? i feel like in a game like this more would be good.

No, it would be a waste. I run MSI Afterburner and monitor my GPU and RAM usage and I'm seeing 4.5ishGB used on Ultra High. Others have said 5.5GB on Ultra High. So 8GB is plenty.

bro lower shadow distance to medium and godrays to low. Worked fer me mi game runs solid 100000 fps no stutters. jk i get fps drops too, just wait for a patch.
