FPS related movement lag

I am having a very specific movement lag issue in fallout 4. When my FPS drops below 60 at all, there is a delay between pressing movement keys and moving. Additionally, movement continues for up to a few seconds after I release the movement key in these situations. Interestingly, there isn't mouse lag in these situations: I can look around while my character walks on their own for a few seconds.

It seems to be more prevalent indoors, but likely because this is where I see lower FPS. Additionally, in situations like fires in combat where the FPS lowers, the lag spikes and the game becomes unplayable. I have tried borderless window, iPresentInterval=0,vsync on, off, or adaptive through NVIDIA control panel, and all the mouse lag tweaks that I can find (which seem to work for that issue). I have also tried rolling back the drivers to 358.50.

Lowering the resolution works, but I think only because that means I can maintain 60 fps.

Anybody have ideas that I could troubleshoot with this issue?

Windows 10 x64

Nvidia GTX 780 @ 1200 MHz

NVIDIA GeForce 358.50 drivers

Intel I5 2500k @ 4.5 GHz

ASUS motherboard

8 GB Ram

256 GB SSD with OS, Steam installed outside program files, but on this drive.

2560 x 1440 monitor resolution. Playing at 2560 x 1080 because it results better FPS and makes the game more playable right now (but still bad).

I managed to fix this. My problem turned out to be EVGA Precision X's overlay. Annoyed that I didn't think of that earlier, but it's fixed now.
