Frame rate drops every 1-2 seconds!

From the moment I boot up Fallout 4 I get a sudden drop in FPS, that includes the S.P.E.C.I.A.L. animations and the menu screen. I have tried every fix I can find online and have found out, that no matter what I did the frame rate drops by about 20% every 1-2 seconds.

With the game's forced Frame cap on (by default), I was capped at 50fps and kept going down to 42fps. With the Frame cap off (iPresentInterval set to 0) frame rate maxed at 200fps and kept dropping to 152fps. Dropping to the lowest settings and/or going into borderless window mode did nothing to fix this issue. I capped the frame rate using Catlyst Control Center, with triple buffering, nothing changed. I clean intalled the latest beta driver for my GPU, nothing changed. I even reinstalled the game, NOTHING CHANGED. I have no idea what could be causing this as my specs seem okay and I have never had this happen to me on any other game before.

Hi Cyberninja,
No frame cap apparently messes with the game's physics.
60 FPS is fine for most folks, but the cap can be increased to 120 FPS if required (iPresetInterval = 2).
I can't help so much (because you're Radeon) but the issue here seems to be your MINIMUM framerates, not maximum.
Right now we need to try to keep them above 60 FPS at all times.
I would set the default iPresetInterval = 1, and disable the VSync and triple-buffering in CCC.
Set your CCC for all Maximum High Performance.
Select a modest preset from the game launcher (like Medium) and no AA. Just for now.
Confirm that you're getting a solid 60 FPS, no more, no less - it should be stuck right there.
AMD hasn't released full (WHQL) Fallout4 drivers yet!
This will come in a matter of days. A new game patch will be coming too.
You Radeon guys are in tough right now - but things will soon get better.
Get your game running sweet for now, and get back some of your eye-candy shortly (week or two).

Thanks for trying Gryphon, but that didn't work. I've made all the changes you suggested but all it did was make the game look worse while ever-so-slightly decreasing the time (we're talking fractions of a fraction of a sec). Since the acutal frame drop only lasts for a split-second, that essentially did nothing.

I'm a little mad that AMD keeps getting the short end of the stick on video games, we almost always have some major issue at launch. I don't even know who to blame AMD or Bethesda.....I'ma go with Bethesda, since their optimization record is crap and they tied game speed to fps, which is a big NO NO for games.

Not sure if i got it right. If frame rate decreases all the time till some value, that strange. Have you tried ENBoost patch? http://www.nexusmods.com/fallout4/mods/332/? Let me know if it helps (if it works for you, it's multithreading bugs).

*I loved it for Fallout: New Vegas though.

*EDIT*: Just tried to use RadeonPro to cap the frame rate to 30 alongside lowest settings /w V-Sync and triple buffer. It didn't work.

Hi Cyberninja, I have EXACTLY this same issue. From the beginning of the game the frames stutter every 0.75 and then 1 second. I have a shadowplay video showing this but have to upload. I'm bumping for relevance.

It seems they are ignoring us, I haven't seen them say anything to the effect that they are working on the problem or even that they admit to be aware of it. This has to be the 9th or tenth thread that is complaining about it. Also its not exclusive to AMD machines I've seen a lot of Nvidia guys complaining about a frame rate drop that deviates from whatever they set the cap to. eg. if they set the frame rate cap to 120hz the frames drop to 100 if they set the cap on the same machine to 60 frame rates drop to 54. There's obviously something wrong here and AMD machines seem to take the worst hit. I have been going back and fourth with support since launch. Just want them to admit it and fix it... How dare us expect to purchase a working product.

I made both these videos for support because they didn't believe me. They refuse to admit that its a problem with the game or a driver. What I would like to know is why they won't just say yeah we are aware and working on it. Instead they just keep trouble shooting my computer. I've NEVER had any issues with this on any game including Skyrim and FO3+NV. Its funny I've even asked about non 1080p monitor support and they just flat ignored that question. I'm going to post the transcripts of my support ordeal to the interwebs once this thing is all over.

To zx80r: Yes! That is exactly the problem I'm having! Even if there is nothing I can do on my machine to fix this, just having someone from either AMD or Bethesda say "We're looking into this" would be satisfactory since it would mean they at least KNOW it's a problem. Hopefully your vids will give the people who view this thread more insight into whats happening.

*BTW you're a champ for playing through the game despite the fps drops. I would've tossed my monitor out the window if I had tried.

I can't continue I tried but I get rage after just a few steps.

I looked into it further and with Haven benchmark my GPU usage is 99% and runs smoothly at ~100fps. In Fo4 GPU is only 88% tops and CPU usage is like 25% tops at 41fps. Makes ZERO sense. The funny thing is it wants to set my desktop to non AERO after playing Fo4. That part I can't explain because resource usage is so low. I've tried completely uninstalling both Fo4 and all AMD software. All bios settings are correct, everything is just fine. So either there's some obscure DLL missing or its a resource usage problem in game or in the drivers. I've talked to a couple web buddies and they have AMD hardware and Zero issues. I really just want a solution. I'll keep at it until I figure it out as Bethesda wont help.

Okay the AERO thing doesn't happen for me but, I'm not sure that this could be a missing DLL; wouldn't that cause a complete crash, like how some Nvidia users crash dude to an xaudio driver? Anyways, it seems that weather or not you end up with some issue is the luck of the draw for everyone, Nvidia users have a lower chance for it to happen to them but it's still true. I'll do my best to keep this thread alive until I figure this out as well, but our best hope seems to be for AMD/Bethesda to get their collective [censored] together AMD to release new drivers (they eventually will since this is a major game release, the problem is when), or for Bethesda to release an update to Fo4 that inadvertently fixes this. You should also post your specs zx80r, you never know what might help.

AMD FX-8 core 4.4ghz, Gigabyte R9 270x 4gb, 16gigs of ram, Samsung 840 256gb SSD. AsRock Extreme9 990fx motherboard.

I've gone through every windows setting/processes that I could find. I've actually found a fixed a couple issues with indexing and some random Windows media player things. But I've had no effect on the game at all. :( Every time I find something I think "Yes I've got it this time." Then, it has no effect on the game.

What is the difference between your 2 versions of windows exactly?

Do you mean between full-screen and borderless window? I get a minor max. frame rate increase.

Yeah, see I see the opposite effect I see a 5fps drop and the shudder is twice as bad. Goofy is the only way I can describe this.

Have you ever heard of any reason your minimum fps would decrease after lowering your frame cap?

Vsync. Vsync can only work in halves. Basically if a Vsynced 60FPS capped game can't run at 60 it'll try 30, then drop to 15 if it can't manage that. If you set it to 40 those increments will be 40, 20 and 10. This'd mean that in that scenario if your system, unsynced, could manage 16-19 FPS you'd get 10FPS with a 40FPS Vysnc and 15FPS with a 60FPS vysnc.

Alright well with RadeonPro I can only get frame rates down to 30, then in game they are at 27-29 still shuddery as [censored]. How do you set Vsync to that low of a number? My frame rates run at a pretty steady 47 with it at 60. What I don't get is that even during loading screen and main menu I still get the shudder. My graphics car hasn't even stepped up from its middle clock setting at 450mhz yet, when its under load its at 1100 and idle its 300. This all seems strange to me. Has to be a Driver issue combined with their terrible job at optimization. I have seen several people with 500 dollar graphics cards saying they drop to 30 and 40 fps at times. Unbelievable last time i buy a game released before Christmas.

Guineapiggy, well that can't be the only reason, because when I cap my fps with RadeonPro at 30 (bare in mind that with Fo4's frame cap my FPS was 50-42 with 42 being the stutter point) with no V-Sync and all of a sudden I'm getting lows of 27 every 1-2 seconds. Those 3 FPS dropping every other second, is plenty to perceive stuttering. Hell I wish my frames were dropping into 15 at least then we'd know it's a V-Sync error, but it's not.
