Problem:

Frame rate sitting at about 55-60, dropping to 35-45 in various "busy" areas and towns. Gets worse when recording (I lose 15-20 fps) but I believe that to be a RAM issue (just game and RivaTuner, Afterburner monitoring, Windows resource monitor running I'm at 6.5GB used of 8) so I'm going to upgrade that, but I'm unsure if there's anything else I can do.


Over clocking is not an option.


Ideas?

No need for overclocking I've got one of those cpu's myself unclocked, everything works great. Wouldn't bother with upgrading system RAM 8gb is plenty for Skyrim you won't see any noticeable improvements as the game is only capable of accessing 3.5gb anyway its a 32bit application just make sure you shut down background applications before booting the game. Your weak point is your GPU would recommend an R9 390 instead Skyrim can easily hit 3gb+ on Vram especially with hi res texture mods. At 1080p with my old 390 everything flew along even with RealVision ENB I only swapped it for a Fury X when I bought a 1440p monitor.



Some mods will just slow down in certain areas JK's Whiterun for one doesn't matter what hardware I throw at it its likely the lack of draw calls in DX9, too much clutter a new game engine based on DX11/12 is probably the only fix for that. Solitude docks is another area thats well known for slowdown issues although I don't have much trouble myself.



Otherwise... you'll just have to try remove some stuff and try and track it down, mods that add lots of clutter and hi res textures would be my first suspects, SMIM for one adds lots of meshes and the author notes there could be performance issues.
