This game was developed for PC, they don't really... Care how it runs on console, lol... Long story short, unless you have a decent grade PC, it's gonna be absolutly atrocious. AND it only gets worse the more you progress because the game has to load more
The game has big drops of FPS even for PC people. It's a problem of the engine, and the way background information is processed. Their technology is still the same, so we cannot expect too much improvement from Console to PC. The advantage is been able to run the game 60+ FPS on PC, so the drops doesn't affect much people with high end PCs.
But yeah, I'm on PS4 and also experience some drops in some areas. It's funny, but PS4 must have some sort of a weak point rendering translucent texture... I often see fps drops when smoke, fire or mist is rendering in some places. The UFP crashing place was pretty laggy even after the patch, too much fire around.
I experience some fps problems at the Boston Library as well, in a big hall with turrents and other robots and SuperMutants.
The sad part about is that to fix some of those stuff they'll probable have to degrade visuals... like they did on Corvega Factory in last patch, by removing some shadows in some rooms to make it run smoothly.
I got a friend with a PC he spent WAY too much money on and i only had framerate drops where expected, example: Neverending, twoshot, MIRV launcher and ect. Other than that, no real notable issues. I don't even see why 60fps is such a big deal considering... the human eye can only see around 30, but who am i to judge people on the unimportant matter of an extra 30 frames you can barely even see a difference in? Either way, the game runs way better on PC becasue it was made to. like it or not, consoles, even next gen, aren't capable of rendering building, textures, ai and such for a 40-some-odd square mile area, it's just not gonna happen without some very notable framerate issues, amazing engine or not.
Please stop with this "human eye can't even see 60fps" bull-[censored] because yo can the difference is seeing framewise is simply not the way how the eye\brain system works. It works with a continuous flow of light\information. Bottom line is on PC you can brute force the [censored] optimization with beefy hardware. Unfortunately word OPTIMIZATION does not exist in Bethesdas vocabulary and they keep riding the wave because people buy broken games from them for years. Great part about PC userbase is they will fix the game themselves just like they did with previous Fallout titles.
The game runs like trash on all 3 platforms....that's a fact and Bethesda has only given us two fricken patches that's done squat! There support flat out svcks!

back to the point: They built the game on a PC. Made sure that it ran well, on a, probably like.. $20k or higher PC, top line for the DEVS, right?... Did they re-build on a PS4? I'ma let-cha guess the answer.
