My issues appear to be surrounding the iPresentInterval value in the Fallout4Prefs.ini file. When I first loaded up the game, iPresentInterval was default set to 1, and mouse movement was choppy and my framerate was only about 25fps. Altering the resolutions and graphical settings did not change this. A "fix" that I found was to set iPresentInterval to 0 in the ini file. Doing this immediately made the mouse smooth and responsive, and my FPS went up to 55fps (in 4k too). However, this also removed vsync and I got massive amounts of screen tearing. I attempted to force vsync with the Catalyst Control Center, but this did not fix the screen tearing. Any ideas for this? Choppy 25fps is unplayable and screen tearing even when only strafing (no mouse movement) is annoying to the nth degree.
