Thanks! What do you mean with Leveled Quests?
What will this "Update NPC Levels" thing do exactly? and why?
andwhy would I wait for other NPCs to respawn in a day, can't I do some quests in the mean time?

One of the optional (but I recommend it very very highly) part of Frans is "Francesco's Optional Leveled Quests.esp" and "Francesco's Optional Leveled Arena.esp". The first post in this thread describes what they do, but the gist is they make the NPCs and creatures you face while doing the main questlines (Fighter, Mage, Main, Arena) somewhat static, so you will need a higher level character to complete them, ie no Arch-Mage at level 3.
Anyhow, the problem is that many of these creatures/NPCs involved in the questlines may have already spawned in your existing game, and they are leveled according to Oblivion without Frans. What the Update NPC Levels feature of Wrye Bash does is go through all the NPCs in your save game and update them according to your loaded mods, so they will update with levels according to what Frans would give them.
If you want to ensure you get all the new Frans NPCs, creatures and items right away, you really should just wait for a respawn, in some area with no NPCs (like a player house).
Now, keep in mind you don't HAVE to do these things. The game isn't going to crash or anything. But you will not get to experience the mod as intended right away, and possibly in some cases you will never see some aspects of the mod.
