I probably wouldn't join this one either, because I'm already in a pseudo-post-apocalyptic survival RP (Swift-Blade's Bitter Dawn).
The main thing you need to flesh out is the world. You're essentially creating your own plane of Oblivion. Look at what Bethesda did for Shivering Isles; you have to do just about
everything they did. You'll need to make cities or settlements. You'll need to design a bestiary, and make it detailed enough for the RPers to understand it. You'll need to make dozens of NPCs. Heck, you'll probably need to make a map, too. And devise a history (at least a vague one) of things that have happened in this realm.
Also, consider how the people got here in the first place. Were these people abducted from Nirn, or did they enter through a metaphoric Door in Niben Bay? Are they all dead Sheogorath worshippers, or is there a mix of all the above?
What confuses me most is this line:

...Psychics? As far as I know, psychic ability has never really played a huge part in the Elder Scrolls, excepting prophecy and certain Illusion skills. Please be more specific about what you mean by that. Also,
why is magic dwindling? Are the teachers dying out? Is there something physically blocking magical power, like a Resist Magicka field or something?
This is what the others mean. Be specific and thorough. Creating an entire realm should take
several pages in Microsoft Word. Fill in the smallest detail. The
only thing you should leave out are things directly related to the important secrets of the RP's main conflict... and even those should be hinted at in the introduction, to help entice RPers to join.
