definetly yes to this one. Plus I believe they already said that you get treated differently depending on how much they like you, so perhaps we'll see some of this in the game already.
One of my favourite moments in Oblivion: previously, I had been wandering around talking to people to get my speechcraft skill up. Well once, I was thieving in Cheydinhal, someone walked in on me, so I had to run for it. Anyway, i don't get too far before I run into a guard, but what does the guard do? does he haul me to jail, attack me, or force me to pay the fine and give up my stolen goods? no, he says something along the lines of "hello there, you seem to have gotten yourself into a bit of trouble, but because we're friends I'll take care of it for you". No more bounty, no more problem, thanks to my friend the guard. That's the kind of thing I want to see more of in Skyrim.
