"Is full LOD" question

1)This screenshot http://s1295.photobucket.com/user/PelinalWhitestrake/media/Immagine7_zpsd5fdbc8f.jpg.html#/user/PelinalWhitestrake/media/Immagine7_zpsd5fdbc8f.jpg.html?&_suid=1364805881969042115454497401233 is made to CK render window, but once in game that two falls don't show up unless I check their "Is Full LOD", is it normal?
Even without full LOD shouldn't I be able to them in game once I get close enough?
If I let them be full LOD how much would performance be affected? more or less how muche things can be full LOD in a worldspace with only a negligible loss of performance?

2)This two waterfalls on the left instead http://s1295.photobucket.com/user/PelinalWhitestrake/media/Immagine7_zpsd5fdbc8f.jpg.html#/user/PelinalWhitestrake/media/2013-03-31_00002_zpsddd89688.jpg.html?&_suid=1364805881969042115454497401233 are statics with their own LOD but when I go a little farther their suddenly appear so: http://s1295.photobucket.com/user/PelinalWhitestrake/media/Immagine7_zpsd5fdbc8f.jpg.html#/user/PelinalWhitestrake/media/2013-03-31_00001_zps903ffc20.jpg.html?&_suid=1364805881969042115454497401233 shouldn't the transition be softer? Is there something wrong or is it normal?
