Anyway, I mostly experimented with Spell Creation, and found some combinations that maybe people would fine fun, or interesting.
A note, I haven't played Oblivion in a long time so some thing's could be off a bit.
Turquoise lettering is the First effect of the spell, Gold is the Second.
Frost Torch: Similar to Mage Light in Skyrim, you can shoot it and it will stick to a wall to create a Light source.
[Spell: Frost Damage on Target]
[Damage: (lowest possible)]
[Size: 1ft]
[Duration: (However long you want the Light to last)]
(Note, this spell usually does cost a lot, I found it really to only be useful if you've done the Permanent Enchantment exploit for Magicka, and/or Willpower)
Ice/Fire/Lightning Charge: create a effect around your weapon that represents the Element you chose for the spell.
[Spell: Frost, Fire, or Lightning damage on Touch]
[Damage: -varies- (see note)]
[Size: 1ft]
[Duration: 1 second]
[Spell: Disintegrate Weapon on Self]
[Damage: (lowest possible)]
[Duration: (However long you want the effect to last)]
(Note, the Frost, Fire, or Lightning Damage on Touch's Damage has to make that spell's base cost be more than the Disintegrate weapon's, one way to tell is if the Icon of the spell is the Frost, Fire, or Lightning Icon, If not then re-load an Auto save and get it right)
Frost/Fire/Lightning Cloak: Create an effect around You that represents the element you chose for the spell.
(Same thing is "Ice/Fire/Lightning Charge", except change the Disintegrate Weapon on Self to Fortify Attribute on Self (any Attribute)
Character Invert: Invert the colors, and Brightness of your Character for a set duration of time

[Duration: -Varies- (see note)]
[Size: -Varies- (see note)]
[Spell: Fortify Attribute on Self (any attribute)]
[Points: (lowest possible)]
[Duration: (However long you want the effect to last)]
(Note, Like the last Note, the Water Breathing part of the spell has to be stronger than the Fortify Attribute part of it, since both spell effects are from a different school of magic, the magicka cost can vary and mislead you from the Base Magicka cost depending on the difference of the Skill levels in the two Magic Schools. One way to make sure your Water Breathing spell is stronger is by making sure the spell information says "Requires Alteration Skill of...." and not "Requires Restoration Skill of...."
Weapon Invert: Invert the colors and brightness of your Weapon for a set duration of time
(Same thing is Character Invert, except replace the things I said with Fortify Attribute with Disintegrate Weapon)
Armor Invert: Invert a random piece of Armor on your character for a set duration of time
(Same thing as Character Invert, except replace the things I said with Fortify Attribute with Disintegrate Armor)
Notes: All spells mentioned besides Frost Torch usually have their effect turned off if the thing you used it on is Enchanted with Charges, and sometimes turns off upon entering/exiting a cell.
a way to make sure it doesn't is to...
1. Use the Spell
2. Auto Save (make sure the effect is there)
3. Load the Save
It should continue to work until you Turn off your system and turn it back on.
