Should major content/expansions of ESO go for 'bigger and better' or 'refined and new options'?

Instead of "both", why not write diagonal?

No idea tbh. I think you would have to at least reach level50 to have a better idea of where the game could go.

You could go horizontal with one expansion, and then go vertical with another.....just keep it fresh.

There are going to be issues with whatever way they choose. If they make changes to existing content, then it will make some people unhappy.

If they bring out new content, yet its basically the same (no refinement) and makes people unhappy.

Gamers are a miserable bunch.

I've seen it go both ways in previous MMOs i've played and have noted the games that last grow both ways, thus my choice of both.
