Well we've endured the rauaging wasteland of the deserts within the Mojave Desert and also the newfound desert of Washington DC and the surrounding area. And the nation has been in disarray for how many decades? Seems like after the Nation has not been able to rebuild anything even a century after the nuclear attack. It can't be that bad to replant or reharvest, mine and make cement, create and manage electricity, to prosper once again.
The point is, we need a mod that adds realism and industrialism back into the modern world into America. We need since at some point when we just stop and give up rebuilding (we were able to do it in the 1400s, the 1700s, and the 1900s). That far into the future there has got to be some way (even a better way) to rebuild. I think we need some DLC that actually atleast has some quests that moves the world of Fallout into a more prosperous land. Perhaps like towns that are being rebuild, trains that are being put back into use (and not just the monorail that travels 27 feet to the New Vegas Strip) I think more stores should open up, perhaps be able to actually open your own shops or services atleast. Maybe put stock into another shop or service (much like in Oblivion).
For at the very least for a DLC I beg there be a way to open a train station, or plant actual real plantlife, and at the very most make it (in a certain select area for the DLC) to allow you to own a shop, atleast just one shop. Or be able to donate your caps to another shop. Maybe even be able to donate caps to a faction for them to like you more? Like donating 100-1000-10,000 caps at a time to the NCR for more reputation and maybe other perks. (Though this is a mod not a patch the vendor for the faction would have to be in the new area).

Oh and the Assassins idea is a pretty bad idea, and not really even a mod unless it's for the computer. I personally say it's a bad idea because there are Legionary Assassins already, and those can glitch pretty bad sometimes because they can spawn in the most inconvenient times ever. I once did that quest for Ghost in the Ranger Outpost, and I made my way up to 188 Trading Post and I slept there, once I woke up the Legionary Assassins were there to tell me I was marked for death, from there on in the entire trading post was wiped out eventually because of that one time sleeping there.
