I don't see why Survival shouldn't be useful anywhere else but the Mojave. After all, human society is in ruins everywhere with nature slowly reclaiming all that mankind once possessed. Even in Fallout 3 you had to deal with a wasteland that wasn't all that much different than the Mojave, and I don't see it being much different in any other location. The local flora and fauna wouldn be at somewhat different of course, but it would be the same situation of nature reasserting itself, and large parts of the terrain being wild and untamed. And I don't see much point in having a skill strictly for computers. The role they play in the game is so small that there's really no point in having a seperate skill for them. I think they fit in just fine under the Science skill.
And why don't computers fit as science? If you go to a university to study them, quite often the courses are referred to as "computer science" courses. At the very least they would fall under the category of engineering, which is just another form of science.
