To my mind, a future Project V13 must have a 'suggestion forum'. There are several reasons for that.
Firstly, I know that for that many years, you, gamesas, had got tons of ideas how should FOOL look like, but hey, fallout fans didn't sleep at all. I think everyone, i repeat EVERYONE who played F1/F2 has a suggestion for a FOOL game. I know that there will be tons of suggestions like 'MAKE UBER PWNABLE GAUSS GUN SO I CAN KILL EVERYONE', but on the other hand a lot of great ideas will be posted. There are millions of fans who have some suggestions to make game better. We can also look at FOnline project being made by the russians(http://www.fonline.ru). If you don't know, their making F2 engine online. They have had some online betas already, and it kinda looks good for a fan made MMO of Fallout. On their forums, they have like 23k+ posts, and I'm sure there are some interesting suggestions for their game which can be used for Project V13.
Secondly, nowadays, nothing is done by 1 person, in our case by 1 company. If you won't give opportunity for users to type suggestions, I am sure that when the game comes out, there will be some forums like 'why didn't you make this? every one will like that', and you will 'yea, that's uber cool idea, why we didn't thought of that before; sadly, to include that feature we should have added that in early production of our game engine'.
To sum up, the faster Project V13 and suggestion forums come out, the better for all.
