I was reading the readme for http://oblivion.nexusmods.com/mods/3306/? and it said that I could change some things with console commands. However, the arrangement of the list was a bit confusing and I am quite tired so I couldn't really understand it.

Can I raise the maximum amount of armor rating it gives?

Can I remove the penalty from carrying too much stuff?
