they have a set date for release. how much they put into the game depends on how much they can put into it with that time. if they work on things like gamboling before they finish with other content such as armor or weapons it steals from the amount of total time they can spend working on how much more they can put into the game. they should save the frivoulous stuff, like gambling, for last.
:facepalm: Oh my god. Have you ever developed a game at all, or are you just trying to sound like you know exactly what your talking about?
First: They will finish the game long before release. (Possibly even a few months) They have to. This gives time for testing and making it less buggy. They don't work on it, adding content, armor, weapons, etc until the day of release. That would be a disaster.
Second: Different people would be making these games as those who add armor. To add armor you need a concept artist, a modeller/texturer, and a product designer to place it ingame and balance it. To add minigames you would need perhaps a concept artist (to draw out the game cards, etc) but they have more than one of those, then mainly a programmer to code in the minigame. Adding them would not disrupt their adding items and armor. Plus, I bet by this stage they have added pretty much all the items and armor, and are in the stage where they add all the, how did you put it, frivoulous stuff, to the game.
Pretty much looking at it like that, either armor or minigames, is a poor way to go about doing so... :/
