Hi guys, well i'm got around into playing skyrim again and i had around 60 hours in this play through.
But I was doing the main quest where i need to put the dragon in whiterun, but I was already in the Imperial legion.
So I couldn't talk to ulfric as the graybeards requested to have the peace between imperials and stormcloaks.
I couldn't proceed so I tried to go further into the civil war see if it would work, but it only maid it worst.
Now i can't go into a lot of cities because i will be attacked by stormcloak soldiers, and i can't get near ulfric to ask for the peace council.
What should i do to fix this? I tried typing the completequest code into the console to go through the civil war but i can't do it, the cities are still occupied with stormcloaks.

Do you have a mod that makes the enemy side attack you on sight.

No I do not!

Do you have a bounty in Eastmarch?
Do you have any mods installed to do with the civil war?
Do you have a high illusion skill and a spell to calm nearby hostiles?

i do not have mods installed related to the civil war.
I have some but for low level hostiles, but i can work on getting a better one, do you think it would solve the problem?

Yes but only for 30 (or is it 60) seconds.

its a known issue that can spring up if you have started the CW quests, but not finished it by the time you reach that point in the MQ

Best bet is to load an earlier save
