Ok. I've searched for well over 5 hours straight to no avail. I'll play the game get all excited about playing my most recent bought game,
OH but wait what happens here? Right after the birth scene when you go to walk to your "father" is when it crashes and just reboots my entire computer
It happens every single time. I need help i don't want to take a good new game back if there's a way i can fix it.

I've done the .ini method tried lowering the graphics tried reinstalling patches everything and nothing at all wants to work. i've spent hours doing nothing but this trying to work on playing it and i can't why i have no clue. I've heard people say it's graphics or the ini or the codecs and none of that actually effected me enough to where i could actually even move

this is not a start new game crash. Anyways i know my computer can run this my card:

Have you tried running the game while under a Clean Boot?
Are your audio & video drivers up to date?
Is Games For Windows Live up to date?
How about the DirectX or .NET?
Do you have any 3rd Party audio/video apps installed?
Do you have any mods/mod utilities installed?
Disconnect any unused input devices (gamepads, joysticks, etc)

anyways problem was with Directx i had a copy of Win7 so i put it on here to try it out and i got past that part so as of right now i'm about to try it out and see what happens

sorry this was a waste of time spent a restless night trying everything and getting no where

why don't they fix this though? it's supposed to work on XP but clearly it couldn't for me

OK! I had the exact same problem and thought I had tried everything imaginable.
I am also running an HD 4650 AGP in XP (same exact card, actually). I have an ASRock
motherboard with NVidia nForce chipset drivers. Went to ASRock and updated the
nForce Win2K/XP driver package and I am now able to play Fallout 3!! The package
contained four sets of drivers; the GART driver version 4.36, the SMBus driver version 4.04 (WHQL),
the WinXP IDE driver version 4.84 and the WinXP ethernet driver version 4.16 (WHQL).
The install hung up when I tried to install them all at the same time. But installing them
one at a time worked just fine.

You might try updating your mobo drivers. Hopefully it will get you up and running!
