It appears Fallout 3 hates modern computers with more than one core,

a simple fix is to go to your start menu, type in "msconfig"
Go to the "Boot" tab
click "advanced"
tick the "set number of processors" box and use the drop down menu to put it to 2
restart

Be warned, it makes your PC slower than a slug but the game should run fine

To undo just do the same but un-tick the box

There is another, very serious consideration that is reflected HERE:

"Total Virtual Memory 11.8 GB
Available Virtual Memory 8.75 GB"

That says you have loaded 3 GBs of assorted background programs, services, etc. That is roughly THREE TIMES what is recommended for any PC used for games, so you need to get rid of 2 GBs of that litter.
