Game has MAJOR FPS lagsfreezes.

Hi, first of all LOVE the game and good job on creating a masterpiece.
BUT I got a problem while running around in the wasteland. Usually when I come up to new location (city, village, etc.) or just run around in location (i.e exploring Lexington) for some time my game just drops down to 1 fps and freezes for various lenghts of time. This happens all the time, like every 10-30 minutes. Sometimes it's lagging/freezing for 40 seconds other times even up to 2-3 minutes. As far as I can tell its loading the world/textures/something and it destroys my fps. Entering pip-boy when its lagging, its still lags but for a shorter time, then goes back to normal fps, no lag, nothing. When I exit the pip-boy it continues to lag/freeze again. Even when I got to the menu while its lagging the lag still persists. But when I stayed in pip-boy for 15 minutes it didn't start to lag or freeze.
But when I'm indoors, the game doesn't freeze/lag. It only happens very rarely. Basically It only happens when I'm in the Wastes.
I run the game @ 1280x720 resolution, all settings at the lowest w/ tweaks to Fallout4.ini and Fallout4prefs.ini to lower the settings even more. I played the game with default settings but it still was freezing/lagging.
With my settings I play the game with up to 100 fps (60+ in the wastes; 40+ in large towns; 100 in-doors) , which are limited with dxtory. So I can easily play the game with great frames but it's the lag that ruins it.
I have clocked in 22 hours of gameplay and 2 hours of that is just lag, me standing still, waiting for the freezing to end. Yeah, I like the game that much I put up with its [censored] and power through it.
I'm pretty sure this is 100% the games fault, nothing like this has ever happened to any other game ever. I even thought it might be the OC but its not, I restored the CPU to it's default settings but nothing changed.
When it lags GPU is idle and CPU is around 20% load or less. But when it runs fine GPU is almost maxed out and CPU 75-95%+. All temps are fine aswell.

Please, fix the game or tell me how to eliminate the lags/freezes.
