This is my 1st of the Fallout series, and I missed quite a few of the in-game tips that come up during game play.

I'd like to go back and reread some of them.

Is there a way to do that without starting over?

Go to your save menu and click on help. I'm not sure if the categories are the same as the pop-ups but they give you a pretty good idea of everything in the game.
