Anyone else experiencing this.

Whenever I am buying/selling things with Procter Teagan or any of the other named vendors the game seems to freeze and all I can see is my character. This lasts for 2 - 3 minutes before I can complete the trade. I have tried reloading a previous save. I have tried the hard reset and even re-installing the game and still the game seems to freeze.

Anyone got any advise?
