Things that I have tried:

Fresh ini.

No mods.

Default launcher.

No enb.

No reshade.

No batch files in directory.

Updated version, then downgraded back.

Restarted PC.

Tweaked ini.

Tried using mods to fix it.

Verified cache integrity.

All to no avail, btw there is probably more I have tried but there is a lot I have tried so..

IT IS NOT MY SPECS, DON'T EVEN ASK. My game ran perfectly fine with solid FPS before 2 - 3 days ago when all this started.

What happens is my game goes to black screen for awhile, maybe 15ish secs, then .... ~sometimes~... shows the main menu for a sec or two, then crashes to desktop, most of the time it crashes before even getting to the main menu, what is going on here? It was flawless just days ago, now it is completely crapped out on me.

I am trying everything possible to avoid deleting and reinstalling it, my internet is complete [censored] so it will literally take like 3 or 4 days to redownload all the stuff, then another hour to install it and get all my stuff set up.

Things I have not done:

Reinstalling.

Downloading the main directory files from online source.

Found a damn fix.

My current idea is if it is possible to get the files that belong in the FO4 folder, not the data folder, the main folder, like where the .exe's are. Btw I don't need the exe since I just reinstalled the new beta with hopes of a fix. But maybe I am missing something or my [censored] is corrupted? Dunno..
