After updating to Windows 8.1 every Beth game launches with a border. Or what looks like a window mode. Except, they are not in a windowed mode. I updated the drivers. I messed with compatibilities. I went to the exe, properties, compatibility, and toggled the disable the display scaling on high dpi settings option. I also checked the resolutions through Nvidias control panel as well as the Windows screen resolutions settings. All other games work fine except for Beth games. They all have a border.

Also, when I log into my admin account they launch fine...

I looked online and others are having this issue. The only solution that I've seen by one person is to reinstall Windows. Uhhh no thanks. There has got to be a solution to this other then that. The one thing I have not done besides that is reinstalling Skyrim and the rest. The reason being is that it didn't work for others and its a long process.

So, does anybody have any thoughts or solutions?

I have 8.1 too.

But i bought the 8.1 version, so no update from 8.

As i remember, trying to start first time skyrim (after downloaded steam, installed the game, the dlc's and the unofficial patches), i got a message that saying i must have Net.framework 2.0 and 3.0.

And then it's updated automatically. (After the installation was finished, a screen came up and saying i have installed Net.framework 3.5 that includes the 2.0 and 3.0 Framework).

But as i started skyrim, it was full-screen, and i play it normally, so no compatibility mode. !!!!

Hmm, i suggest you to adjust the desktop aspect ratio via the Control Panel from your Graphic card.

I have an Nvidia, so if you have one too:

Right Click: Nvidia Control Panel -> (Left panel) Adjust Desktop size and position -> (Right Panel) Apply the following settings: Scaling ->Select a scaling mode: Full-screen
