Game looks horrible after reinstall

Today I reinstalled the game from scratch and while it runs fine, it looks completely different - overbright, with flat shadowless lighting.

Does anyone have an idea on what might be up with the graphics. I'm tired as I've spent almost all day uninstalling mods and reinstalling the game and mods, so I'll continue with it tomorrow, but I'd appreciate some tips on what it might be. I've compared the skyrim.ini and the skyrim prefs.ini and they are exactly the same as yesterday. I'm using ENB 201 with the exact same settings as yesterday. It's the same horrible lighting both indoors and outdoors. If I turn the brightness all the way down it looks slightly less bad. Both pics are taken with brightness exactly at default (i.e. in the middle). Completely weird.

Any lighting mods you've been using that you forgot to reinstall? First pic looks like a light/weather mod is in play, second pic look vanilla to me (lighting wise0.

The ini's are the same - but I'll double check tomorrow. I'm using Climates of Tamriel and Realistic Lighting Overhaul in both installs but, as said, it's the same flat, overbright graphics both indoors and outdoors so it shouldn't be either.

I'll try w/o ENB tomorrow as well. But I have exactly the same version and settings in both cases.

ENB looks inactive to me in the 2nd picture. You also have no shadows.

What are the game's graphic settings?

Everything pretty much on ultra.

I get the ENB text when the game starts up and I can also access its ingame config so it's running, but something must be up with the ENB install perhaps.

Also, btw, can't use F12 for screenshots even though Steam is configured to use it so something might be up with the install perhaps. Hm.

This biggest thing that makes it look terrible is that there are no shadows; that's what stands out to me.
