Go into the INI files, both the Default and the one in My Games, also in I think this is in the Prefs file too
Go to
SkyrimPrefs.ini and change
bMouseAcceleration=1 to
bMouseAcceleration=0.While poking around in those files, set the gamepad Rumble to off (which should be 0, but read the line to see if that turns it off.
If this does not fix it, then you will want to actually clamp the FPS to a lower value. You don't want this game running more than 56 to 58 FPS anyway as other problems pop up.

The Anitlag is where you set the frame rate, values of 36 to 50 give great performance in this game. You want this as low as possible, which sounds counter intuitive, but once the play in game is smooth to you that is what you want. For me, I have mine set to 40 and the game never even wiggles.
