I'm running a 'modern' pc, and whenever i try to play oblivion, it either skips, chops, or runs in what is essentially fast forward.
Radeon HD 7950
Intel i5 3570k 3.4GHz Quad
GIgabyte Z77X D3H
I've tried limiting the framerate to 60, but then it either works properly, or crawls and then speeds up for a second. I'm extremely confused!

I would suggest downloading and installing http://www.nexusmods.com/oblivion/mods/23208/?. You'll have to install http://obse.silverlock.org/ to use it (if you haven't already). Carefully read the documentation that comes with the stutter remover so you can properly configure its .ini file.
