When I start Fallout 4 it checks my hardware and claims that it cannot detect my video card and that it is starting in low resolution mode. Then it does not matter what changes I make I cannot get it to fill my entire screen. it is like it is win a window that is 3" smaller on length and width. This is very frustrating. Anyone else have this problem and can you give me a solution?

You on a laptop or desktop? Might be a problem with it not seeing your dedicated GPU.

Ah okay - yeah that is an https://www.pny.com/nvidia-quadro-k620, no way you're going to run Fallout 4 on it, it's even using DDR3 memory!

Here's a http://www.videocardbenchmark.net/high_end_gpus.html, your card is on that list, but isn't any good for modern games (way down on that list, below any current gaming card).

Time to upgrade.

He may. I'm playing on my amd a-10 5800k and its internal graphics. Can't be too much worse. Op will need to be willing to do a bit of homework to tweak the game though. The screen resolution and such can be changed in the .../my games/fallout 4

There are 2 files that need to be changed. It is kind of a pain in the butt.
