Game Stutters

After doing some research and tried 2 fixes, namely D3D9.dlls and Fallout new vegas stutter remover on nexus i still get the stutter problem, where i can barely move, barely save and almost not hearing a thing. My computer checked by default the very high setting, and i play the game with no mods. The very first time i had been experienced the stutter was in Vault 11 sacrificial chamber, secondly when i enter and exit Nellis AFB main gate (this i fix with a quit to desktop), and thirdly which i can't play anymore from in Camp Golf's House Resort, around 2-nd floor (actually went into the place first time at night when all the Rangers were sleeping, once they woke up massive stutter that it was similar to what would happen in Oblivion if my save would get to big, which in there i would fix with either OBSAF fix, or reinstalling the game when that wouldn't work either. Similar but not the same. My save for NV at this time is on 4 mb.) I dunno what to do anymore, i'm at my wits end. Will do a wipe and reinstall.

Before reinstalling, try this. Go into the INI, or Prefs files (I forget which one it is and I am at work right now) and disable the Gamepad and the Rumble (search for the lines, I forget if one has to be set to 1 to disable and the other 0 but is easy to figure out from reading the line).

Well, i had reinstalled, and now checked that line, it was 1 one now it is like this :bGamePadRumble=0. Was the only line related to gamepad or rumble.

Tried what you said, and got instant black screen and crashed to desktop after i pressed play on the Launcher.

Did you change the INI in My Documents/My Games/FalloutNV? or the one in the root install directory? If the former, then just delete it and let the game create a new one. If you changed the one in the root install directory, then don't do that anymore as you have to reinstall the game to fix that issue (although using Steam to verify file integrity should probably fix this without a reinstall)

There is another line specifically for the gamepad that you have to change too. It might be in the other file. You can do this in game options also, but I think it "sticks" more doing it directly in the INI. If you can't find it in the INI, then do it in the game and they in the console type saveini

When these were enabled, I could not walk through places like the Thorn as I was getting like 2 FPS.

I only found gamepad related lines in the my documents one, the file in the installation folder of the game had no lines related to gamepads, and that was the one that sent me into Black screen desktop crash. And you were right, i had to reinstall again.
