I reached level 48 and am starting to find the game too easy, we need another level of enemies for higher levels, I'm on survival setting too now. I don't really want to stop using my high powered fave weapons but need the challenge to return.

Same for me, but sadly it occurred well before lvl 45 I think.
Probably happens when you get the first significant weapon.
Let me guess, you got all the damage perks and are using a either a two shot weapon or explosive on an automatic?
If you are on a pc, you can try the um, survival re-balance mod, I believe thats the name. It will allow to either nerf your own damage down further, or up the enemy damage. Personally I found both options to be less then satisfactory. I hate bullet sponges, and having critters do 400-500% more damage to me.. was just annoying.
Once the kit comes out, I personally will probably go for something that modifies perks + add more critters to kill. *shrugs* It really just depends on your taste.
I think the difficulty in this game is good so far except for those annoying Fatman wielding enemies. Every game gets easy past a certain point and Bethesda games are no exception.
I'm happy that Bethesda at least increased the difficulty with this game. I've already died over 14 times in Fallout 4 on normal which was more than I did in New Vegas, 3, Skyrim, Oblivion or Morrowind even with some of those games on the highest difficulty.
That's said I personally think that ballistic weave shouldn't have been in the game. It's just way too overpowered.
I think a new charactor and restrictions on perks might be the answer, for now
You can choose to not take any perks. That will make the game a challenge. Use only clothes, not armor work as well.

Yeah, I avoided MM settlement quests totally 1st playthrough so my plan for my new charactor is high charisma and low combat skills and add only perks that make settlements work for me. Avoid rifleman perk and the like too, go for high intelligence and those perks
This has been something all Bethesda titles have suffered from. It's just the nature of the way the games allow for almost unlimited character development. I do agree that certain enemies become more or less obsolete as challenges. At level 25, I walked (I did not run) through a bandit barricade near the Combat Zone, taking fire continuously from two turrets and about 5 bandits, and I didn't even drop to half health. (Grenades hurt a bit, though.) That's the price you pay for taking perks that affect natural damage resistances.
Thats the route I took. It worked for the most part. I went down to one, maby two points into a damage increasing perk. Anymore then that, and things got very easy again. But then again, I was also using a legendary weapon.. Those things can seriously mess with balance.
Think FO4 is easier at high level than Skyrim, skyrim leveled up more enemies I think, it looks like most enemies in FO4 don't level much, only real dangrous ones are enemies with rockets of fatman,
Might also be that I have too much health. Liked the system in Skyrim and never had more than 150-200 health. this keept many enemies dangerous.

Don't forget, this is partly a consequence of your perks, mods and levelling up.
I'm on a Very Hard run and now at level 50 with my Gauss Rifle, it's fine.
But at lower levels it was brutal.
But I chose to build my perks, mods and equipment to make it easier,
so now the game is, er, easier.... It's not a big surprise.
Yup, between level 40 and 60 the game gives you some breath. Then at lvl 62 it throws at you the Charred Ghouls, at lvl 91 hello Mythic Deathclaw and when you reach lvl 93 you'd better have a Fatman ready for the Gunner Brigadiers.
There are some strong Creature in the Game but they are rare. With GECK it will be much better. More Enemies, stronger Enemies, and even more random Encounters. Even Skyrim had trouble having less Encounters. We will see if the Consoles can handle our Mods
I'm around 72ish. I was just walking on by one of the Salvage Yards (Big Johns?) or something like that. When all of a sudden I'm taking on a Super Mutant army. I don't know know how many there were but it was an all out battle. Some were even coming from the Red Rocket station near it. Had 3-4 legendary Primus and Overlords and maybe 15-20 lower ones. It was actually pretty fun. There was only one suicider though, and he took out Codsworth. .308 combat rifle had to go through atleast 200 rounds. Was a good time.
Hopefully you mean smarter enemies or enemies with new moves instead of just extra bullet sponges.
Speaking of new moves am I the only person who has never seen an humanoid NPC do a wrestling or Judo move on the player character? I know the NPCS can do it to each other and you can do it to them but I've never seen it done to the player. I've only seen deathclaws do moves.
Skyrim's system was scaled to when you first enter. If you enter a specific area, all those enemies there will forever be scaled to the level you first entered that area with and thus when you first enter you will always find them at a sufficient difficulty only for them to drop dead like flies when you return later on. Fallout 4 on the otherhand has a rubber banding system for areas, where enemies will always be at a certain level range in a specific area regardless of the player level, so if you decide to go to a difficult area early on you will get wrecked, however there are also plenty of places with weaker enemies whom you might never find until much later on when you are a lot stronger.
So yea it's kind of understandable why Fallout 4 might be harder than Skyrim in the beginning but could be easier later on.

Stingwing with an plasma grenade and a stealthboy.
Higher level enemies do appear later on.
Around the 60 to 70 if my memory serves me correctly.
Are you seeing Mutant Warlords and the higher ranks of Gunners in numbers yet?
That said I downgraded my armour to make myself more vulnerable to lazy play later in the game.
No the only moves I recall experiencing apart from the Deathclaw is being mauled by a Yogi bear when it jumped me and the vampire flying creature svcking my blood.
A cut scene of me completely under the bear as it moved it's head from side to side.
A scene of a bug right in my face inserting it's proboscis and having a good svck.
