F3 Game of the year edition crashes

Looking at the one page on this forum, I see that I'm not alone. I hate to make another topic about this problem, but absolutely nothing is working for me. I have Fallout 3 Game of the year edition, I have not yet installed the expansions, I wanted to get the core game to work first instead of wasting time.I've had various different crash problems. From not getting past the birth scene, to every 10 mins it crashes, down to 5 mins etc etc.

So here are my computer specs before I continue :

Packard Bell iXtreme M5800
Windows 7 Home Premium 64-Bit
Intel Core i5 650 @ 3.2GHz
5GB DDR3 RAM
ATI Radeon HD 5450 @ 512MB
500GB HDD + 2TB Externals (Game is installed to computer HDD)

I have tried the following :
Running F3 before patching it
Running F3 after its updated to the latest (All my drivers are up to date too)
Setting the compatibility mode to Windows XP, Windows Vista (All in each service pack for both XP and Vista).
Tried running as Admin
Tried running both at the same time
Editing the fallout_default.ini (bUseThreadedAI=1 & iNumHWThreads=2) (Note, after this, I got past the birth scene, but game still crashes every like 5/10 mins. Its random each time)
Running Fallout in a window
Running Fallout on lowest settings
Running Fallout in a window on lowest settings.
Tried adding d3d9.dll to my Fallout 3 directory.

I also managed to get back to my desktop to see if there was an error report waiting, this is what I got :

The only thing that comes to my mind is whether the Radeon drivers are correctly controlling things, if it's another laptop problem, or if it's a desktop, whether the correct video output port is connected to the PC display. The intel video chip is what I would expect to show those symptoms, not the HD 5450, although that's very weak sauce for a graphics card.

It's a desktop. Indeed the 5450 is a fairly poor GFX card, its the default card that came with the desktop (I'm buying a newer one soon). I don't get why it's Fallout 3 though, I can run Fallout New Vegas without fault.

Editing the fallout_default.ini -- this is the wrong .ini to edit. You need to edit the fallout.ini in the same folder. You also have to have the game installed outside of your program files folder. If it is installed in the Program Files, uninstall it and reinstall using the custom install not default. In the install window, type in a destination on your hard drive such as "C:\" without the quote marks. This will install the game on your "C" drive and create all the needed folders in the file "Bethesda Softworks". And do not try to compare Fallout3 to newer Fallout games. They were made for different operating systems and with different tech. Fallout 3 is a very graphics intensive game that requires a robust GPU or it will constantly CTD.

Both FO:NV and ES-V have been graphically dumbed downward. They aren't DESIGNED to work with low end stuff, but they also don't automatically fail just because the hardware is below the designed minimum. Nevertheless, the HD 5450 should TRY to run, even if the result is just a sedate WALK. I regret the need to confirm where on the machine the display is connected, however, there are literally millions of brand-new people trying to play games with less even than a vague idea what the word "video port" even means.

This method seems to be working thus far. I've gotten further than my previous attempts, hopefully it stays this way. Thanks a bunch for pointing out my errors and such. Maybe I'l finally have a F3 session (:
