Game of the Year edition not loading

I recently (within the week) bought the Oblivion Game of the Year edition for PC Windows 7 off of Steam. I had no problems with it for the first few days, until I installed a mod on it. I had installed three mods previously without any problem. After downloading and stting up this mod, the game refused to load up properly, crashing and having to be forcibly turned off. I repeatedly uninstalled and reinstalled the game, and deleted all my files including the mod without any success. I spoke to Steam support about this, but was told to come here. Is there a way to fix this, or barring that, recieve a refund somehow?

You have modded your game, you are not allowed to ask for refunds due to mod problems, and even if you did, the answer would be a solid "no."

Your problem sounds like you didn't install or activate your mod properly. What were you trying to install?

EDIT: Go to the Documents/My Games/Oblivion folder and delete the file Oblivion.INI. This might help if you were trying to install a UI mod and you didn't do it correctly.
