DUDE. WTF.

i finally got up to level 83 n now i cant enter the ProudSpire Manor.. it just keeps loading with the smoke screen forever..

has this happened to anyone?

PC, 360 or PS3?

If on 360 or PS3 you may just have such a file bloat the interior cell won't load. I had that happen to Breezehome on the PS3. I had a lv 50+ character that used that home to store everything. armor, crafting materials, weapons. You name it. 10 min+ load screen.

You could try clearing your cache. uninstall game data (not save data) and reinstall game data.

Sometimes ive had a infinite loading screen which I had to alt-tab out of and restart the game to fix. Sometimes certian areas just decide to bug out on you though for no real reason and then fix themselves a hour or two of play later. It might be a different deal on consoles, since I play PC, but to be honest I dont think anyone truly understands every single way Gamebyro/Bethesda games bug out. .

It happens on console as well.
