So, I completed the Aftershock quest.

Return to Tolfdir in Hall of Attainment for 1500 gold reward. Trade with him.

Zone out and go to Hall of Countenance. I can no longer trade or train with any of the mage guild npcs, nor can I get new quests, including master spell quests. The dialog option is there, but quests do not activate.

I reloaded previous save from 2 hours playtime previous, went to college, and all npcs worked and I got the master destruction quest. The ony thing I can think of is npcs became glitched after completion of aftershock.
