Gaming PC - Most out of Fallout

I am planning on purchasing a gaming PC, I mostly do my playing on PS3 - but I want to be able to use mods on Fallout, so that (the fallout game) is the main focus of what capacity I want this PC to be. I am fairly adept in understanding the components of a PC and the variances of those components, however I am not sure what yields the best gaming PC for a reasonable price.

I would like any insight (from those who know their stuff) into what comprises a good gaming PC.

Specifics:

I want to play on my HDTV

I don't want it to run hot, as I can sit down on a Saturday and play for several hours

I don't want to spend over 2k

I want the best graphics and performance yield for fallout, other games I could care less about

Are you able to build it yourself or do you want it to be prebuilt? What is needed besides the primary tower, like OS install disk, speakers, keyboard and mouse?

Edit-$2000 will get you a very high end PC so you can definitely spend less and still be in fine shape for playing.

I would need it prebuilt, I meant to mention that in the original post

I assume I would need only the tower, My home PC and laptop are both macs - so I am more familiar with that OS, but I suppose it doesn't matter as Mac OS doesn't have gaming capability. I would probably buy a controller that adapts to the PC, but I have a wireless mouse and keyboard (spare)

The PC is certainly nice, but I hate the stock cheapo power supply (PSU) that they come chipped with because the quality is always skimped on. Fortunately CyberPowerPC is an excellent custom PC provider and you can actually go to their site and configure your own PC with the bells and whistles you'd want and they'll build and ship it to you.

Everything else I've set to NONE, but you can add whatever you want.
