NOTE: This is just what I've thought and have written down. It may or may not stay the same. Tell me what you think.
It is the 3E, year 439, and Cyrodiil has become a breeding ground for corruption and crime. Several gangs have risen to power over the past seven years and the Legion has done nothing to stop them. They've only kept them from entering the Imperial City, which is even worse compared to outside life.
The wars between them have raged on since the 435th year of the 3E and obviously have no desire to stop anytime soon. The people of Cyrodiil are terrified that the wars will spill into the city and eradicate them all. A plan is in the works and the gangs have no idea what is happening.
You may play as a member of any gang or any faction that exists in the province of Cyrodiil, as every one of them has something to do with the hopeful bringing down of the gangs. You may even begin as a normal person.
There are six gangs that each rule over a different region (each indicated by an area enclosed by a color). They also each wear a certain type of attire and hold a symbol of their power. I will name them off: The Vagabonds, Warlords of West Shore, Veiled Usurpers, Black Mast Bandits, Thorn's Syndicate, and The Bloody Hoof Gang. Note: Please excuse the lameness in those names.
The Vagabonds
Leader: Always-He-Begs
Region Inhabited: Southern Cyrodiil (color is outlined in green on the map below.)
Headquarters (Just for knowledge purposes, not for characters to know.): Turin Harbor; located at the end of the first branch off of the Panther River.
Symbol: A single gold coin with the Emperor's face scratched from its surface, which is worn proudly either on clothing or on the flesh through tattoo.
Characteristics: This gang is usually found wearing a typical beggar's clothing, colored a deep shade of emerald green. Though their old tricks of playing beggars are long gone, they still have the same ruthlessness they had five years ago. It is mostly filled with Argonians from the area. Their weapons are wooden clubs or rusty daggers. Be wary of them.
Source of Income: Extortion and Drugs (particularly Skooma)
Warlords of West Shore
Leader: Polonius Hiron
Region Inhabited: The Gold Coast (color is outlined in orange on the map below.)
Headquarters (Just for knowledge purposes, not for characters to know.): Fort Broadhand; located several miles north of Anvil in a densely wooded area. The fort is in excellent condition.
Symbol: A bolt of lightning striking a longsword sewn into their bracers or tattooed on their skin.
Characteristics: The Warlords are commonly seen wearing arm length bracers dyed orange, embroidered with Ayleidoon runes. Many of its members are very knowledgeable in the ways of Magicka and swordplay. The weapons they carry are swords of all varying types and magicka. The gang consists of all of the races of Tamriel.

Veiled Usurpers
Leader: Clara Niatus
Region Inhabited: Northern Colovian Highlands (color outlined in blue on the map below.)
Headquarters: Chorrol; sewers
Symbol: A sapphire blue veil which covers the bottom half of their faces.
Characteristics: The Usurpers are always seen wearing the famous Blue Veil either around their necks or covering their faces. An all female gang, they use their physical assets and sixual bribery to get ahead in the gang world. Still though, they are very deadly with ranged weapons, throwing knives their specialty.
Source of Income: Prostitution and Extortion
Black Mast Bandits
Leader: Henrik the Hardy
Region Inhabited: Niben Bay and surrounding area (color outlined by yellow.)
Headquarters: Fort Grief; located on the small island in the middle of the Niben.
Symbol: Quite obviously, a black stone shape sewn onto the back of their vests.
Characteristics: This gang is known to wear all white clothing with a large black stone embroidered on the backs of the special vests they receive. Being bandits, they use just about whatever they can get their dirty hands on as weapons; same goes for armor. Henrik has made sure that no trader, traveler, or pilgrim will make it to Bravil or Leyawiin and has cut off the two cities from the others.

Thorn's Syndicate
Leader: Richard Thorn
Region Inhabited: Southern Colovian Highlands (color outlined by purple.)
Headquarters: Northern Skingrad
Symbol: A vine covered in thorns which is sewn into their clothing or tattooed on the flesh.
Characteristics: Thorn's Syndicate wears gloves with thorns embedded on the outside of the glove and covers the backside of the hand. These are their primary weapons but use whips as their secondary. You will find them extremely prevalent in northern Skingrad running their gambling houses and protection rackets.

The Bloody Hoof Gang
Leader: Redras
Region Inhabited: The Heartlands (color outlined by red.)
Headquarters: Lake Arrius Caverns; cleared out after the Oblivion Crisis.
Symbol: A large red horse rearing back and seen on their black clothing.
Characteristics: The Bloody Hoof Gang is identified by their intense aura of arrogance and nobility. They are the wealthiest of the six gangs and have fine weapons and armor. Redras, a Dunmer noble and leader of the gang, has taught all of his men the basics of horseback riding and swordplay. They aren't to be underestimated and never to be screwed over.
