I'm crouching with 100 Energy Weapons, and 10 Strength (the requirement is 3). I'm using the YCS/186 and the scope is still swaying a tiny bit. Is this normal?

EDIT: Are perks included in the DPS calculation listed in the weapon menu?

EDIT: Why the hell does the Gauss use 5 ammo per shot now?
