Do you still pick stats when you level up? how do you raise Luck?

GCD completely automated in the sense that there is no level up screen. So you don't allocate points to each attributes as in vanilla. Its not recommended for new players since it changes the way most of the stats progress.

In GCD, luck gradually progress as you level, IIRC.

No. It raises along with other stats.
