Before I type all the mods I am using, what might cause Galsaiahs Character Development to not level my character? I have a Breton mage and I've leveled his major and minor skills to get well over ten attribute increases. Still stuck at level one though.

Did you read the documents that came with the mod?
They explain how everything works.

Open console and type without quotes,

"show gals_attributes_gained"

This is the value which determines your level in the background.
Every 6 attribute gain gives you one level.

Mine is 51 giving a level of 9
