Okay, so when I want to load G.E.C.K I click on the open folder on the left right? So when I click that they're are 2 things that have X on their check list. Dead Money and Honest Hearts DLC. Now I wanna check Fallout.ESM right? So when I do that...it loads. But all that is their...is a Player under NPC and nothing else under the files. I checked on the Fallout ESM. Unchecked the DLC and also made the active file Fallout ESM. So I have NO idea what is going on. I put it in my Steam>steamapps>common>falloutnewvegas folder. I also run as administrator. So I have no idea what's going on. Thanks.

Delete or move Fallout New Vegas\Data\*.NAM, then the DLCs won't auto load.

Did that. Nothing changed other than the DLCs not loading when I start.

EDIT: Looked around the fourms and found someone with a kind of the same problem. Found out I had a bad version.
